with the forecast windspeed and direction - do I need to find a towplane driver?

forecast 8kts northerly - dyneema should be ok. In fact the issue might be the cloudbase

RASP soundings look like overcast at 3000ft, dropping to between 1500 and 2000ft through the evening.
